PICCO is Head of Information Security at the Government IT Centre (Centre des technologies de l’information de l’État – CTIE), the administrative body in charge of IT services for the Luxembourg government, ministries, and public administrations. As a key player in the eGovernment ecosystem, the CTIE is a trusted partner for all types of public digital transformation projects. Its services span the entire IT spectrum, including network and communication infrastructure, hosting, sovereign cloud, platforms, and both generic and tailor-made software solutions.

Manuel is passionate about cybersecurity and has been part of CTIE for more than 20 years. He began his journey in the network security team, where he played a key role in establishing a dedicated security unit. Since 2012, he has been leading the Information Security department, which brings together several teams providing cross-functional security services at both organisational and technical levels — including Governance, Risk & Compliance and security operations.
